JPL Works with PA Chiefs of Police to Upgrade PAVTN.net

JPL has once again partnered with the Pa Chiefs of Police (PCPA) to deliver online learning to law enforcement officers throughout Pennsylvania. The latest upgrade includes a new Learning Management System (LMS) developed using JPL’s ecoLearn® LMS framework. Through ecoLearn, officers can efficiently access Mandatory In-Service Training (MIST) from the Municipal Police Officers Education and Training Commission (MPOETC) as well as take other online courses to help them protect the public.PAVTN Domestic Violence Training

Originally created in 2012, the Pennsylvania Virtual Training Network (PAVTN.net) provides officers with access to the essential training needed to perform their duties in a complex, ever-changing environment.  Since that time, JPL has worked closely with PCPA providing technology consulting, instructional design, eLearning course development and learning management software.  PAVTN includes more than 30 courses designed and developed by JPL including award-winning courses on post-traumatic stress disorder and human trafficking.

With the new LMS, ecoLearn®, administrators at PCPA, police chiefs and individual officers can access up-to-date training records. PCPA administrators also use ecoLearn® to manage registrations, website content, email notifications and reporting.  In addition, curriculum can now be customized to require successful completion of pre-requisite modules before accessing exams and more advanced courses.  Mandatory MPOETC courses have restricted access to MPOETC approved members. The system requires officers to first complete a short Authorization and Certification module, confirming they will adhere to the MPOETC Integrity Policy, before allowing access to the MPOETC curriculum. ecoLearn® delivers specific MPOETC requirements for exams including completion of all modules before accessing/unlocking the exam, limited attempts on the exam and locking the exam if it is passed on the first attempt.  Officers are able to manage their user profiles, view their transcripts, and print certificates earned for each course (MPOETC Certificate and PAVTN.net Certificate) through ecoLearn.

Before PAVTN, instructor-led training required police officers to leave their home jurisdictions and travel to central locations. PAVTN provides convenient access to quality training while reducing travel costs and time away from the job.  Additional eLearning courses and LMS features are planned for 2015 including a mobile app to support officers handling issues related to Megan’s Law.
